内容指出，构建排污权储备制度，强化项目建设主要污染物总量指标要素保障。设立专门机构或者委托国有及国有控股企业，承担排污权储备和出让相关工作。支持企业建设绿色工厂，打造绿色供应链，示范带动生产模式绿色化转型。加快制造业数字化、智能化、绿色化转型，推进智能工厂、智能车间建设，每年打造智能化标杆工厂10家、智能化示范项目20个、数字化生产线100条。

深入推进小流域综合治理试点。加快推进河湖水环境治理，持续推进防洪水、排涝水、治污水、保供水“四水共治”，争取国家重点城市再生水利用试点。到2026年，累计新改扩建8座泵站、新建排水管网200公里、新增调蓄能力46万立方米。

内容明确，发挥武汉山水湿地资源生态优势，统筹治山理水营城，创新“生态+”“+生态”绿色尊龙凯时·(中国)人生就是搏!模式，加快城市绿色低碳转型，构建以湖为单元的城市空间布局结构，建设生态系统生产总值（GEP）核算成果应用实践区，筑牢武汉新质生产力的绿色本底，打造世界滨水生态名城、生态文明示范城市、新时代美丽中国武汉样板。
