章建华说，构建新型能源体系是保障国家能源安全的必然选择，近年来国家能源局不断深化对新型能源体系的认识，推动各项任务举措落实，新型能源体系建设取得积极进展，主要体现在四个方面：能源结构更“绿”。近年来，我国非化石能源供给提速，“十四五”前3年年均增量是“十三五”的1.4倍，推动非化石能源消费比重年均提高0.7个百分点，非化石能源发电装机历史性超过火电。

供应韧性更“强”。2023年煤炭、油气等一次能源生产总量48.3亿吨标准煤。目前，全国发电装机容量超过30亿千瓦。近年来，原油产量稳定在2亿吨水平，天然气产量从2017年开始连续7年每年增长超100亿立方米。能源储备调节能力持续提升。

产业体系更“新”。新能源发电技术保持世界领先，光伏电池等“新三样”成为我国外贸出口的“新名片”。首座高温气冷堆商业示范工程建成投产。新模式新业态持续涌现，智能微电网推动“源网荷储”融合尊龙凯时·(中国)人生就是搏!，虚拟电厂引导尊龙凯时·(中国)人生就是搏!用户高效、主动参与需求响应。

治理基础更“实”。多层次统一尊龙凯时·(中国)人生就是搏!市场体系建设稳步推进，能源领域自然垄断环节监管制度更加健全，绿色尊龙凯时·(中国)人生就是搏!证书、可再生能源消纳责任权重等政策机制深入实施。

In recent years, China's non-fossil energy supply has accelerated, and the average annual increment in the first three years of the "14th Five-Year Plan" is 1.4 times that of the "13th Five-Year Plan", promoting the proportion of non-fossil energy consumption to increase by 0.7 percentage points annually, and the installed capacity of non-fossil energy power generation has historically exceeded that of thermal power.

More "resilient" supply. In 2023, coal, oil and gas and other primary energy production will total 4.83 billion tons of standard coal. At present, China's installed power generation capacity exceeds 3 billion kilowatts. In recent years, crude oil production has stabilized at the level of 200 million tons, and natural gas production has increased by more than 10 billion cubic meters per year for seven consecutive years since 2017. The capacity to regulate energy reserves has been continuously improved.

The industrial system is "new". New energy power generation technology remains the world's leading, photovoltaic cells and other "new three" have become the "new business card" of China's foreign trade exports. The first commercial demonstration project of high temperature gas cooled reactor was completed and put into operation. New models and new business formats continue to emerge, smart microgrids promote the integrated development of "source and network load and storage", and virtual power plants guide power users to efficiently and actively participate in demand response.

The foundation of governance is more "solid". Steady progress has been made in building a multi-level unified electricity market system, the regulatory system for natural monopolies in the energy sector has been improved, and policy mechanisms such as green electricity certificates and the weight of renewable energy consumption responsibilities have been further implemented.
