从蓝图走向现实

十多年前，榆林靖边县城东北部10公里的毛乌素沙漠南缘，还是黄沙漫漫。同时，作为陕北能源化工基地的重点区域，这里煤气油盐多种资源富集一隅。

在国家陕北能源化工基地“三个转化”和陕西省能源经济“四大格局”战略的总体框架下，延长石油“油气并重、油化并举、油气煤盐综合尊龙凯时·(中国)人生就是搏!”的产业尊龙凯时·(中国)人生就是搏!战略应运而生。

2007年5月，企地携手，谋划在毛乌素沙漠南缘建设煤油气综合利用项目。2008年6月，一期启动项目“三通一平”正式开工，吹响了项目建设的“集结号”。2009年11月，靖边煤油气综合利用项目被确定为“联合国清洁煤技术示范推广项目”。2010年5月，榆能化公司成立，负责项目建设和运营管理等工作。2011年3月，全厂地管、地基工程全面开工建设。

“春天短，冬天长，一年四季风沙扬”，这是靖边当地的一句民谚。在项目建设的头两年里，现场没任何遮风挡雨的地方，参与施工的干部职工吃一次饭要走上五六公里的路程，为了赶进度，饭菜只能送饭到工地上。那段时期，榆能化施工人员可谓一口饭半口沙。

功夫不负有心人。在参建各方齐心协力、顽强拼博下，延长石油仅用三年时间就在沙漠上建成了一座现代化的能源化工新城，创造了陕西省重大工程项目建设的“陕西速度”。2014年7月31日，靖边煤油气资源综合转化一期启动项目所有装置全流程打通，生产出合格的聚乙烯、聚丙烯终端产品，宣告全球首套煤油气资源综合转化项目一次试车成功。2015年8月，该项目由试生产期转入生产经营期。

该项目的建成投产，标志着延长石油首尝“螃蟹”、独具特色的煤油气综合利用之路终于走通，对陕西乃至全国能源化工产业的转型升级起到重要的示范引领作用。

From blueprint to reality

More than ten years ago, the southern edge of the Mu Us Desert, 10 kilometers northeast of Jingbian County, Yulin, was still long. At the same time, as the key area of the energy and chemical industry base in northern Shaanxi, there are abundant resources of gas, oil and salt.

Under the overall framework of the "three transformations" of the national energy and chemical industry base in northern Shaanxi Province and the "four patterns" of the energy economy in Shaanxi Province, the industrial development strategy of "attaching equal importance to oil and gas, simultaneously developing oil and gas, coal and salt" has emerged.

In May 2007, the enterprise jointly planned to build a coal and oil comprehensive utilization project in the southern edge of the Mu Us Desert. In June 2008, the first phase of the start-up project "three links and one level" was officially started, sounding the "assembly signal" of the project construction. In November 2009, Jingbian Coal and oil comprehensive utilization project was identified as "United Nations clean coal technology Demonstration Project". In May 2010, Yuleng Chemical Company was established, responsible for project construction and operation management. In March 2011, the construction of the whole plant's land management and foundation projects began in full.

"Spring is short, winter is long, wind and sand all the year round" is a local saying in Jingbian. In the first two years of the construction of the project, there was no shelter on the site, and the cadres and workers involved in the construction had to walk five or six kilometers to eat a meal, and in order to catch up with the progress, the food could only be sent to the site. During that period, Yuleng chemical construction workers can be described as a meal half mouth sand.

Hard work pays off to those who wait. Under the concerted efforts and tenacious efforts of all parties involved in the construction, Yanchang Petroleum has built a modern energy and chemical city on the desert in only three years, creating the "Shaanxi speed" of major engineering project construction in Shaanxi Province. On July 31, 2014, all the devices of the first phase of the Jingbian coal and oil resource comprehensive transformation project were opened, and qualified polyethylene and polypropylene terminal products were produced, declaring the world's first set of coal and oil resource comprehensive transformation project a successful test run. In August 2015, the project was transferred from the trial production period to the production and operation period.

The completion and operation of the project marks the first taste of "crab" and the unique road of comprehensive utilization of coal and oil and gas of Yanchang Petroleum, and plays an important demonstration and leading role in the transformation and upgrading of the energy and chemical industry in Shaanxi and even the whole country.
