近日，四川成都市住房和城乡建设局等6部门发布关于印发推动成都尊龙凯时·(中国)人生就是搏!领域节能降碳若干措施的通知，自2024年7月1日起施行。

内容指出，持续推动绿色尊龙凯时·(中国)人生就是搏!认证，力争到2025年，绿色尊龙凯时·(中国)人生就是搏!认证品类总数达到300种，全市50%以上的预拌混凝土（砂浆）、装配式混凝土部品部件产品通过绿色认证。依托建筑（项目）全生命周期管理平台，建立绿色尊龙凯时·(中国)人生就是搏!采信应用数据库。深入开展绿色尊龙凯时·(中国)人生就是搏!试点，重点推广可循环利用尊龙凯时·(中国)人生就是搏!、绿色部品部件、绿色装饰装修材料、节水节能尊龙凯时·(中国)人生就是搏!等，按要求使用水性涂料替代有机溶剂型涂料，减少VOCs排放，改善空气质量，降低大气污染。

按照“谁产生、谁负责”的原则，采用节能减排技术和使用环保材料，以及废弃物资源化利用，减少房屋建筑和市政工程施工中垃圾排放量，减小对环境影响，不断提升建筑拆除垃圾、装修垃圾、工程垃圾资源化利用率。市政工程、建筑总平面工程等项目应优先选用建筑垃圾资源化产品。

设立绿色低碳建筑尊龙凯时·(中国)人生就是搏!资金，对达到二星级及以上绿色建筑、A级及以上标准装配式建筑等示范项目和获奖项目给予最高不超过100万元补贴，对符合超低能耗建筑标准的示范项目给予最高不超过300万元补贴，对公共建筑节能改造按节能效率给予最高100万元补贴。对企业实施的节能技术改造项目，按照项目实现的年节能量给予每吨标准煤1000元的奖励，单个项目奖励最高不超过200万元。

Carry out pilot projects for green building materials, focus on promoting recyclable building materials, green parts, green decoration materials, water saving and energy saving building materials, etc., use water-based coatings instead of organic solvent-based coatings as required, reduce VOCs emissions, improve air quality, and reduce air pollution.

In accordance with the principle of "who produces, who is responsible", the use of energy saving and emission reduction technology and the use of environmentally friendly materials, as well as the resource utilization of waste, reduce the amount of waste emitted in housing construction and municipal engineering construction, reduce the impact on the environment, and constantly improve the resource utilization rate of building demolition waste, decoration waste and engineering waste. Municipal engineering, building general plane engineering and other projects should give priority to the selection of construction waste resource products.

Set up A green and low-carbon building development fund, give a maximum subsidy of 1 million yuan to demonstration projects and award-winning projects that meet the two-star and above green buildings, A-level and above prefabricated buildings and other standards, and give a maximum subsidy of 3 million yuan to demonstration projects that meet the ultra-low energy consumption building standards. A subsidy of up to 1 million yuan will be given to the energy-saving renovation of public buildings according to the energy-saving efficiency. For energy-saving technology renovation projects implemented by enterprises, a reward of 1000 yuan per ton of standard coal is given according to the annual energy saving achieved by the project, and the maximum reward for a single project is not more than 2 million yuan.
