《通知》指出，严格控制生产和使用高VOCs含量涂料、油墨、胶粘剂、清洗剂等建设项目，不断提高低（无）VOCs含量产品比重。大力推进工业涂装、包装印刷、电子等行业企业低（无）VOCs含量原辅材料的源头替代。加大政策支持力度，力争建成一批特色低碳环保产业基地，牵引示范带动全市低碳环保产业高质量尊龙凯时·(中国)人生就是搏!。加大环保领域低价低质中标乱象治理力度，营造公平竞争环境，推动产业健康有序尊龙凯时·(中国)人生就是搏!。

常态化开展扬尘专项整治，统筹推进施工、道路、裸地、堆场、工业企业无组织排放扬尘“五尘”同治。市区建成区5000平方米及以上建筑工地安装视频监控并接入监管平台，重点区域道路、水务等长距离线性工程实行分段施工。新建矿山原则上要同步建设铁路专用线或采用其他清洁运输方式。对限期整改仍不达标的矿山，根据安全生产、水土保持、生态环境等要求依法关闭。开展低效失效治理设施、道路扬尘等突出环境问题排查整治，推进污染物集中治理、能源梯级利用、物料绿色运输，着力提升重点工业园区的绿色尊龙凯时·(中国)人生就是搏!水平及周边区域人居环境。

积极推进与河南省交界城市开展联防联控。建立重大项目环评会商机制，对大气污染物排放量较大、对周边地区空气质量影响突出的重大项目，开展环评一致性会商。不断完善重污染天气应急预案体系，明确责任分工，规范重污染天气预警启动、响应、解除工作流程。

Carry out special rectification of dust on a regular basis, and coordinate and promote the "five dust" co-treatment of unorganized dust emission from construction, roads, bare land, storage yards and industrial enterprises. Construction sites of 5,000 square meters and above in urban built-up areas will be equipped with video surveillance and access to supervision platforms, and long-distance linear projects such as roads and water supplies in key areas will be constructed in stages. In principle, new mines should simultaneously build special railway lines or adopt other clean transportation methods. Mines that still fail to meet the rectification standards within the prescribed time limit shall be closed in accordance with the requirements of production safety, soil and water conservation and ecological environment. We will investigate and rectify prominent environmental problems such as inefficient and ineffective treatment facilities and road dust, promote the centralized treatment of pollutants, the cascaded use of energy, and the green transportation of materials, and strive to improve the green development of key industrial parks and the living environment of surrounding regions.

Actively promote joint prevention and control with cities bordering Henan Province. Establish a mechanism for consultation on environmental impact assessment of major projects, and carry out consultation on the consistency of environmental impact assessment for major projects that emit large amounts of air pollutants and have a prominent impact on the air quality of surrounding areas. We will constantly improve the emergency response plan system for heavy pollution weather, clarify the division of responsibilities, and standardize the work process for initiating, responding to, and dissolving heavy pollution weather warnings.
